I've currently attached the slingbox to the component connctor of my settop box. So in theory, slingbox should be emitting HD.
The Slingbox is not streaming HD even though you have the component cables connected to the box because the minimum requirement for HD is 3Mbps or higher of network bandwidth.
But I find the quality on the slingcatcher (through internet, not on local network) pretty bad... So, as I only have 1MB upload speed, I wonder whether I should not switch to a lower-resolution source, example scart of composite? In other words: would trying to upstream a HD signal not have an adverse effect on the picture quality, given that I have limited bandwidth?
Using component cables will not affect the quality at the SlingCatcher location, probably the issue that you have is about the download speed or a network restriction remotely. How many kbps are you getting with the SlingCatcher? Please take a look at these links,
