There are a few things that could be causing that sort of issue; first and foremost I would suggest manually port forwarding your router. You can follow the steps in the article below if you need assistance with that:
If you complete this and the issue persists, I would then run a speed test on your home network on speedtest.net to ensure you're getting at least 2mbps upload and 2mbps download, respectively. Testing for throttling on your network may be a good idea as well. You can do so with the link below; just make sure the Slingbox is streaming on that computer when you try the test:
