I was able top fix this issue. After not being able to get in to the "Internet Viewing Advanced Settings" - I rebooted the Slingbox and tried a test again, and that option finally came up. It failed and suggested I do an advanced settings of my IP address set up. I saw my Slingbox was set to 192.168.0.9 on my home router, so set that in the advanced settings of the Slingbox internet test. Then went into my router and set "Port Forwarding" to 192.168.0.9 over port 5001 - so both settings matched. I can now watch over the internet away from my home wifi.
