There are lots of reasons for freezing, but are often related to the ISP where your SB is physically located having too slow of an UPLOAD speed. You can test the upload speed by connecting a computer to the same router that your SB is connected to, and testing the speed at www.bandwidthplace.com, for example. If your upload speed is not at least 1 megabit per second, you will probably experience freezing or stuttering of the video on standard definition programs. For High Definition programs, this will occur if the upload speeds are not at least 4 megabits per second. And, if you are attempting to watch your Slingbox from a remote location where your computer gets DOWNLOAD speeds less than these same numbers, the same stuttering and freezing can occur.
Other reasons for freezing could be loss of connectivity with your slingbox, or your router loses connection with your slingbox. Are you using the web-based browser to watch your slingbox, or the standalone slingplayer software? You might first try the other from what you are using, to see if that improves the viewing at all.
